Baseboard Heating System - Off Grid

We are building a log home in N. Arizona. It is located off Grid. Our county requires we have thermastatic controlled heat in every room. Because we have a small solar system, we are considering slant/fin hot water baseboard heating. How do you install a thermastat in this system? Can you turn off a zone so that it only distributes heat in the zone you want? Is there a better system for us, on a small budget?

We have two soap stone fireplaces for the majority of our heat, but the county does not recognize them.

We are thinking of using a tankless instead of a boiler to keep the cost down, any suggestions or opinions? Thanks!!!

Non-electric or thermostatic zone valves will adjust water flow based on room temperature and can be dialed up or down.

Seems the tankless or small boiler would be used mostly for the inspection while the soapstone firepots would be the main source.

Yes, you really have to find out the MAKE and MODEL to get good answers. There IS more than one machine made.
