I was at my sisters house today and turned on the lights in the bathroom, they started to flicker and would get dimmer and then return to normal. I also heard something behind the switch to this light everytime the light would dimm. What could be causing this.

Also, I noticed on two electrical outlets there was something dark (looked like smoke) on the bottom outlet, looked like it had been there for a while. Could this be related, the two problems were on two different levels of the house.

Sounds like loose wiring which may be arcing and creating the smoke streak you see.

Have it checked by a qualified electrician if you don't feel competent to address it yourself.
