Finding Land-Only Loans With Less Than 25% Down?

It seems to be the industry standard that every lender wants to see a structure before they'll lend with a down of less than 25%. I'd like to build my house with cash, so a 25% down on the land would prohibit that. If anyone knows of a more lenient lender, please let know.
