You've probably taken care of this already but if you don't have a pressure washer I would use chlorine
bleach diluted in water. Odds are that's an algae or related and chlorine will kill it. As to preventing it my only suggestion would be to wet the area after the last spring frost each year using that same diluted chlorine solution.
