I have inherited a concrete water fountain that badly needs a paint job. A friend suggested concrete stain. Should I use a concrete primer first? Will this hold up once the water is turned on, or is there a better solution? Please help!

I would go with pool paint as it is made to have standing water on it. Youe local paint store will be able to help you out on which type to use.
