Help,

Is there a way to raise a toilet to the level of a newly installed tile floor?

Yes, if you mean that a ceramic type flooring has been put around a toilet and the toilet was not removed and the tile installed up to the pipe. You can take off the toilet and mix grout and float that in the recess left by the tile. If you need to raise the toilet flange you can go to the plumbing supply store and get an extension flange and install that up on the new level once the grout has dried and hardened. There are several ways to do a good job of raising a toilet/flange and all. It is better to see what all is there and then attacking it with appropriate materials.
