Cat Urine Damage

We currently have no flooring in our house and are working with just the foundation. Our cats have urinated all over the house and we're trying to remedy that. I have heard that to get rid of the urine and stains and keep the smell away in an easy-to-clean manner, we need to scrub the floors first with diluted bleach, then Nature's Miracle, then seal it with Killz. Will this work? Which type of Killz should we use, the water or the oil based?

Any other suggestions?
