Recliner - replace bolt for scissor frame

I have a relatively new recliner and the scissor frame uses small rivets to hold scissor frame together. One popped out and I cannot figure out what to use to replace. Must hold the scissor frame together but allow to turn freely.

Any ideas are welcome!
