Assuming the veneer is in good condition, prep and paint as you would solid furniture. You could either lightly sand the surfaces with 150 grit paper, or use a Liquid Sandpaper product to kill the gloss. I probably would use the liquid, as it will help clean the item and remove any furniture polish which may be present. Prime with a high quality alkyd primer then apply two coats of your finish material.
